Executive Order: “Establishing and implementing the president’s department of government efficiency”

  • Establishes the Department of Government Efficiency to “to implement the President’s DOGE Agenda, by modernizing Federal technology and software to maximize governmental efficiency and productivity.”
  • Renames the United States Digital Service to United States DOGE Service (USDS) 
  • Establishes this  as part of the Executive Office of the president
  • States that “There shall be a USDS Administrator established in the Executive Office of the President who shall report to the White House Chief of Staff. 
  • Establishes a “temporary organization known as “the U.S. DOGE Service Temporary Organization”.  The U.S. DOGE Service Temporary Organization shall be headed by the USDS Administrator and shall be dedicated to advancing the President’s 18-month DOGE agenda.  “
  • States that this ends on July 4th, 2026, however, “the termination of the U.S. DOGE Service Temporary Organization shall not be interpreted to imply the termination, attenuation, or amendment of any other authority or provision of this order.”
  • States that each team should include a team lead, an engineer, an HR person and an attorney
  • Declares that “The USDS Administrator shall commence a Software Modernization Initiative to improve the quality and efficiency of government-wide software, network infrastructure, and information technology (IT) systems.  Among other things, the USDS Administrator shall work with Agency Heads to promote inter-operability between agency networks and systems, ensure data integrity, and facilitate responsible data collection and synchronization.”

Executive Order: Revoked Executive Order 14110 of October 30, 2023 (Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence)

  • Artificial Intelligence must be safe and secure. This requires addressing AI systems’ most pressing security risks—including with respect to biotechnology, cybersecurity, critical infrastructure, and other national security dangers—while navigating AI’s opacity and complexity. Testing and evaluations, including post-deployment performance monitoring, will help ensure that AI systems function as intended, are resilient against misuse or dangerous modifications, are ethically developed and operated in a secure manner, and are compliant with applicable Federal laws and policies.
  • develop effective labeling and content provenance mechanisms, so that Americans are able to determine when content is generated using AI and when it is not
  • investments in AI-related education, training, development, research, and capacity, while simultaneously tackling novel intellectual property (IP) questions and other problems to protect inventors and creators
  • promote a fair, open, and competitive ecosystem and marketplace for AI and related technologies so that small developers and entrepreneurs can continue to drive innovation
  • seek to adapt job training and education to support a diverse workforce and help provide access to opportunities that AI creates. In the workplace itself, AI should not be deployed in ways that undermine rights, worsen job quality, encourage undue worker surveillance, lessen market competition, introduce new health and safety risks, or cause harmful labor-force disruptions
  • ensure that AI complies with all Federal laws and to promote robust technical evaluations, careful oversight, engagement with affected communities, and rigorous regulation
  • enforce existing consumer protection laws and principles and enact appropriate safeguards against fraud, unintended bias, discrimination, infringements on privacy, and other harms from AI.
  • ensure that the collection, use, and retention of data is lawful, is secure, and mitigates privacy and confidentiality risks. Agencies shall use available policy and technical tools, including privacy-enhancing technologies (PETs) where appropriate, to protect privacy and to combat the broader legal and societal risks—including the chilling of First Amendment rights—that result from the improper collection and use of people’s data
  • take steps to attract, retain, and develop public service-oriented AI professionals, including from underserved communities, across disciplines—including technology, policy, managerial, procurement, regulatory, ethical, governance, and legal fields—and ease AI professionals’ path into the Federal Government to help harness and govern AI. The Federal Government will work to ensure that all members of its workforce receive adequate training to understand the benefits, risks, and limitations of AI for their job functions, and to modernize Federal Government information technology infrastructure, remove bureaucratic obstacles, and ensure that safe and rights-respecting AI is adopted, deployed, and used.
  • engage with international allies and partners in developing a framework to manage AI’s risks, unlock AI’s potential for good, and promote common approaches to shared challenges. The Federal Government will seek to promote responsible AI safety and security principles and actions with other nations, including our competitors, while leading key global conversations and collaborations to ensure that AI benefits the whole world, rather than exacerbating inequities, threatening human rights, and causing other harms.

Executive Order: “Strengthening  American Leadership in Digital financial technology”

  • States that it is therefore the policy of the administration to “support the responsible growth and use of digital assets, blockchain technology, and related technologies across all sectors of the economy”, by:
    • protecting the access and use of open public blockchain networks for citizens and private-sector entities, including the ability to develop and deploy software, to participate in mining and validating, to transact with other persons, and to maintain self-custody of digital assets
    • promoting and protecting the sovereignty of the United States dollar, including through actions to promote the development and growth of lawful and legitimate dollar-backed stablecoins
    • protecting and promoting fair and open access to banking services for citizens and private-sector entities
    • providing regulatory clarity and certainty built on technology-neutral regulations, frameworks that account for emerging technologies, transparent decision making, and well-defined jurisdictional regulatory boundaries
    • protect Americans from the risks of Central Bank Digital Currencies (CBDCs), including by prohibiting the establishment, issuance, circulation, and use of a CBDC within the United States
  • Revokes Executive Order 14067
    • This stated there needed to be protections regarding crypto
    • Ordered research and development into the merit of potentially creating a US Central Bank Digital Currency (CBDC)
    • Ordered reports on the illicit finance risks of crypto
    • Recommended working with other countries re how to manage crypto
  • Revokes the Department of the Treasury’s “Framework for International Engagement on Digital Assets”
    • Framework to:
      • “protect consumers, investors, and businesses in the United States and globally by promoting technology and regulatory standards that reflect U.S. values”
      • mitigate illicit finance risks posed by the misuse of crypto
      • support technological advances that promote responsible development and use of digital assets
  • Rescinds all policies, directives, and guidelines related to the above
  • Establishes the President’s Working Group on Digital Asset Markets, chaired by the Special Advisor for AI and Crypto
    • Within 30 days, identify all regulations, guidance documents, orders, or other items that affect the digital asset sector
    • Within 60 days, recommendations of whether each identified regulation, guidance document, order, or other item should be rescinded or modified, or adopted in a regulation
    • Shall propose a Federal regulatory framework governing the issuance and operation of digital assets, including stablecoins, in the United States
  • Agencies are hereby prohibited from undertaking any action to establish, issue, or promote CBDCs within the jurisdiction of the United States or abroad
  • Any ongoing plans or initiatives at any agency related to the creation of a CBDC within the jurisdiction of the United States is immediately terminated, and no further actions may be taken to develop or implement such plans or initiatives
    • “Central Bank Digital Currency (CBDC)” is defined as “a form of digital money or monetary value, denominated in the national unit of account, that is a direct liability of the central bank”
    • Note: This basically means that the US cannot have its own, official crypto currency

Executive Order: President’s Council of Advisors on Science and Technology

  • Establishes the President’s Council of Advisors on Science and Technology (PCAST)
    • 24 members
    • Assistant to the President for Science and Technology (APST) and the Special Advisor for AI & Crypto will be members
    • The remaining members will be “distinguished individuals and representatives from sectors outside of the Federal Government appointed by the President”, who have “diverse perspectives and expertise in science, technology, education, and innovation”
    • Will advise on matters involving science, technology, education, and innovation policy
    •  Will provide the President with scientific and technical information that is needed to inform public policy relating to the economy, the American worker, national and homeland security, and other topic
    • May be provided security clearance and access to classified information
    • The Department of Energy shall “provide such funding and administrative and technical support as the PCAST may require”
    • PCAST shall terminate 2 years from the date of this order unless extended by Trump
  • Revokes Executive Order 14007 of January 27, 2021 (President’s Council of Advisors on Science and Technology), as amended by Executive Order 14109 of September 29, 2023 (Continuance of Certain Federal Advisory Committees and Amendments to Other Executive Orders)
    • This established Biden’s council and extended its existence

Executive Order: Removing Barriers to American Leadership in Artificial Intelligence

  • States that the US “must develop AI systems that are free from ideological bias or engineered social agendas”
  • Revokes “certain existing AI policies and directives that act as barriers to American AI innovation”
  • States “it is the policy of the United States to sustain and enhance America’s global AI dominance in order to promote human flourishing, economic competitiveness, and national security”
  • Within 180 days, a bunch of agencies must develop and and submit an action plan for the above
  • Calls for immediate review of all policies, directives, regulations, orders, and other actions taken related to the revoked Executive Order 14110 of October 30, 2023 (Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence) that rescind any that may be an obstacle to the above
